Six hot words of anti-corruption in China recently: overseas pursuit and rectification of naked officials

  Recently, China’s anti-corruption has continued to maintain a high-pressure situation, highlighting the firm determination of the CPC Central Committee to create a "new normal of inner-party life"; Since July, senior officials who have fallen off the horse have entered the "trial season" one after another, and the anti-corruption achievements will be tested by law; At the same time, under the coordination of CPC Central Commission for Discipline Inspection, the Supreme People’s Procuratorate, the Ministry of Public Security, the Ministry of Foreign Affairs, the People’s Bank and other departments have stepped up their efforts to crack down on corrupt officials who fled.

  Keyword 1: Pursuing overseas

  In recent years, some official flight incidents have frequently touched the public’s nerves. Recently, relevant departments have set off a storm of overseas pursuit.

  On October 10th, the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security and the Ministry of Foreign Affairs issued an "Overseas Pursuit Order", urging economic criminals fleeing abroad to surrender themselves to public security organs, people’s procuratorates and people’s courts before December 1st, 2014. On the same day, Huang Shuxian, Deputy Secretary of the Central Commission for Discipline Inspection, Minister of Supervision and Head of the International Office of the Central Anti-Corruption Coordination Group, said in an interview with Xinhua News Agency, "No matter where the corrupt elements go and how long they run out, we must chase them to the end and bring them to justice …".

  Since the beginning of this year, China has continuously strengthened its overseas pursuit and recovery work, and the net for chasing fleeing corrupt officials has gradually tightened:

  In January this year, the Third Plenary Session of the 18th Central Commission for Discipline Inspection was held. The General Secretary of the Supreme Leader emphasized that "foreign countries should not be allowed to become a haven for some corrupt elements, and even if corrupt elements flee to the ends of the earth, they should be brought back to justice";

  9月,最高检部署开展为期半年的专项行动,集中追捕潜逃境外的职务犯罪嫌疑人。

  截至10月10日,公安部“猎狐2014”行动已抓获在逃境外犯罪嫌疑人128人;2012年至2014年6月,检察机关从境外缉捕归案职务犯罪嫌疑人28人。

  我们有理由相信,中国加大海外追逃力度将有力震慑贪腐犯罪人员,让境外不再是贪官的“避罪天堂”。

  关键词二:打击官赌

At the beginning of this year, the Central Organization Department issued a document clearly defining the "negative list" of "naked officials" positions, and made it clear that "naked officials" should not hold positions in five important positions, including party committees, people’s congresses, governments, CPPCC, disciplinary committees, courts, and procuratorates. According to the requirements of Document No.6, all provinces started the clean-up and rectification of "naked officials" in the first half of this year, and adjusted five types of posts for "naked officials" who refused to take home.

  However, comprehensive governance still has a long way to go. Up to now, among the 31 provinces and municipalities, only Guangdong, Fujian and Beijing have announced the completion of the clean-up and rectification of "naked officials", while only Guangdong and Beijing have reported specific data.

  On September 20th, Guo Yipin, deputy mayor of Luoyang, lost contact for 46 days. After Guo Yipin lost contact, the police searched his family and found that Guo’s children were abroad and his wife had disappeared. Combing the corrupt officials who have fallen off the horse in recent years, it is not difficult to find that naked officials are often associated with corrupt officials. From Pang Jiayu to Zhou Jinhuo, from Yang Xianghong to Zhang Shuguang, corrupt officials often choose to be naked officials. At the moment when anti-corruption is deeply rooted in people’s hearts, it is also a necessary measure to strengthen the self-construction of cadres and conform to the voice of the masses to pay attention to the phenomenon of naked officials, punish "naked greed" and prevent "naked escape"

  On July 17th, Wang Suyi, former minister of United Front Work in Inner Mongolia, was sentenced to life imprisonment in the first instance, becoming the first deputy provincial official to be sentenced after the 18th CPC National Congress. The anti-corruption achievements initiated after the 18th CPC National Congress will be tested by law.

  On August 18th, Tong Mingqian, former vice chairman of Hunan Provincial Political Consultative Conference, was found guilty of dereliction of duty by Beijing No.2 Intermediate People’s Court (hereinafter referred to as Beijing No.2 Intermediate People’s Court) and was sentenced to five years’ imprisonment. On September 24, Liu Tienan, former deputy director of the National Development and Reform Commission and former director of the National Energy Administration, was tried in the first instance of the People’s Court of Langfang Economic and Technological Development Zone. On October 13th, Li Daqiu, former vice-chairman of the Guangxi Zhuang Autonomous Region CPPCC, publicly pronounced the bribery case in the first instance. The Intermediate People’s Court of Yanbian Korean Autonomous Prefecture of Jilin Province found Li Daqiu guilty of bribery and sentenced him to 15 years’ imprisonment.

  After the 18th National Congress of the Communist Party of China, from the trial of Huang Sheng, the former vice governor of Shandong Province, to the trial of Liu Tienan, the former deputy director of the National Development and Reform Commission, on September 24th this year, nine senior officials at the provincial and ministerial levels who have fallen off the horse have been heard, and one person has been prosecuted.

  Recently, anti-corruption has penetrated into various systems and fields, not only investigated and dealt with the familiar party and government organs with frequent corruption problems in the past, but also extended anti-corruption to the news media, military and other systems that people paid little attention to in the past, and even "unpopular" industries such as scientific research institutions and some former "clear water yamen". Through the overall strengthening of social supervision and the interaction of anti-corruption forces in all aspects, we have truly discovered and investigated together, leaving no dead ends.

  Earlier, on August 23rd, officials reported that Chen Chuanping, member of the Standing Committee of Shanxi Provincial Party Committee and secretary of Taiyuan Municipal Party Committee, and Nie Chunyu, member of the Standing Committee of Shanxi Provincial Party Committee and secretary general, had been investigated for serious violations of discipline and law. Within a week, CPC Central Commission for Discipline Inspection’s anti-corruption "Weekly Report" has included the names of five provincial and ministerial officials, and the frequency of "beating tigers" has once again set a new record.

  On the evening of August 13th, the website of the Supervision Department of the Central Commission for Discipline Inspection published the above information. At the moment when the Communist Party of China is fighting corruption with high pressure, the news that a departmental official was investigated is actually not eye-catching, but it is worth noting that this is the 10th departmental official investigated announced by CPC Central Commission for Discipline Inspection on the same day. One day, CPC Central Commission for Discipline Inspection announced 10 officials at the bureau level who were investigated, which once again set a new record.

  Behind this "record-breaking" again and again, it is the firm determination of the central government to adhere to "corruption must be countered". At the same time, it also shows that while the current anti-corruption work continues to make major breakthroughs at the central level, the anti-corruption pressure is continuously transmitted to the provincial level. The so-called "catching both tigers and flies" has changed from strategic deployment to tactical deployment, forming a multi-level anti-corruption linkage between the central government and provinces and municipalities.

  截至9月26日,该轮巡视期间,中央与各省区市反腐持续发力,中央纪委与各地纪委查处了一批违规官员,并通过纪委网站公布。7月28日至今,中央纪委网站已通报了50余名巡视地区官员落马消息(3人直接公布开除党籍,1人直接公布移送司法机关,统计未包括此轮巡视前公布被调查的)。

  这些落马的官员,有的是当地省纪委直接发现查处,有的则是中央巡视组发挥威力发现的问题。而8月26日,第十三巡视组所巡视的一汽-大众汽车有限公司两名经理被查,中央纪委网站通报中就明确,是根据巡视组发现的问题线索促进案件查处。
